The key question that you need to ask yourself is a wording like: why do I need a second higher education. If such a need is really present (that is, the desire is not inspired by the spirit of collecting all kinds of “necessary” knowledge), then perhaps you should think about where and how to get it.

Basically, a second higher education is received by those who want, for example, to retrain due to the lost relevance and prestige of the first profession. That is, the first received specialty could lose its significance in the labor market due to changes in the economic situation. Or there is a need for additional knowledge for further career .

Another option is when the knowledge is outdated and no longer relevant, in relation to today. Because the trend of the times requires a fresh look at things and a new approach in the same areas. In other words, the second higher education is needed to improve the level of professionalism.

The third case is when an enterprise is interested in retraining a specialist if he has shown his abilities in a particular direction. Accordingly, the company in this case takes the cost of training itself.

And finally, in relation to today, it is becoming the standard to have two higher educations. However, setting a second education as a goal just for the sake of having a diploma, the demand for which will be in question, is hardly reasonable.

Can a second higher education be free

Almost all universities offer the second higher education on a commercial basis. However, theoretically, it can be assumed that, after all, there is an opportunity to get a second higher education for free, if you received the first one for a fee. The fact is that Article 5 of the Federal Law "On Education" dated July 10, 1992 states that a citizen has the right to receive higher education free of charge if it (education) is obtained for the first time.

Therefore, it can be interpreted in such a way that if you did not study at a university free of charge at all, then one of the two higher education institutions can probably be obtained free of charge (after passing the competition), because there is no reservation about the order of receipt. But, on the other hand, studying on a budgetary basis, like primary students, for five years is unlikely to appeal to a person who already has one university behind him.

The duration of study at the second higher education is 1.5 - 5 years, general education disciplines can be reduced, but in any case, the course should not be less than 500 hours.

Those who combine training with work do not always find themselves in an advantageous position, since employers do not provide leave for the duration of the session while maintaining average earnings: according to Art. 177 of the Labor Code, for persons receiving a second higher education, this benefit is not provided.
